Fanatik reports that the Uruguay international will be made available for transfer by Euro 2008-winning coach Luis Aragones, possibly as he looks to use the funds to strengthen the squad elsewhere.
The 27-year-old was one of Fener's key players in reaching the quarterfinals of the Champions League, proving a rock in defence and even an imposing presence going forward due to his aerial threat.
Enquiries are thought to have been made by United, Madrid and Juve for the former Sao Paulo stalwart, who joined Fener in 2006.
Madrid boss Bernd Schuster is thought to want one further reinforcement at the back due to the questionable fitness of Fabio Cannavaro and poor form from Cristoph Metzelder. Ezequiel Garay, signed this summer, is set to spend another season on loan at his former club Racing Santander, though Madrid have until August 15 to recall the player for the season.
Juventus are thought to be a centre-back short, as their frailty against Hamburger SV in the Emirates Cup demonstrated, though the club have long insisted their summer spending is at an end.
